Tiers-Lieux d'Expérimentation en santé (TLE) are consortia, generally led by healthcare structures funded under the "Digital health" acceleration strategy, setting up programs to experiment with innovative digital solutions.

Identifying obstacles and levers for action

A diagnosis carried out by the Ministry of Health and Prevention (MSP) between December 2022 and January 2023 has helped to understand the obstacles and identify the levers for action in continuing digital health training.

This new roadmap presented on May 17, 2023 is being driven by the Ministerial Delegation for Digital Health (DNS) in conjunction with its partners (Assurance Maladie, Agence du Numérique en Santé, etc.) and all ecosystem players.

The roadmap describes the priority projects for the next five years, broken down into 4 axes, 18 priorities and 65 objectives with time milestones and an entity identified as the main carrier, responsible for its proper implementation.

Making digital technology work for healthcare

The climate, energy and ecological emergencies require an unprecedented acceleration of collective measures and their steeringfor the drastic reduction of the environmental footprint, also in healthcare sector activities. For the first time in French history,ecological planning has been entrusted to the Prime Minister.

A unprecedented steering committee structured around seven themes, was set up on May 22, 2023 for the healthcare sector (sanitary and medico-social)with the aim of controlling its environmental impacts and ensuring the ecological transformation of the sector.

As part of France 2030's health component "Plan innovation santé 2030", the Délégation ministérielle au Numérique en santé (DNS) has been commissioned during the 2nd half of 2022 to conduct a recensement des besoins des acteurs de l'écosystème de la recherche clinique concernant l'inclusion des volontaires dans les essais cliniques. 

On the basis of the state of play presented in this report, DNS has designed several costed scenarios leading to thelaunch of experimentation around a minimum viable product (MVP) for a national clinical trials base, in conjunction with the French Health Ministry's Directorate General for Health (DGS) and Digital Affairs Directorate (DNUM).

Work on an MVP for a national clinical trials database linked to the RIPH 2G IS was launched on January 18, 2023. Santé.fr will be the first interface with the national database.
