What is a Regional Health Agency?
ARSs are autonomous public institutions under the supervision of the Ministry of Health. They are responsible for regional management of the healthcare system, in line with national guidelines and as closely as possible to the needs of the population. Their work is embodied in regional health projects (PRS) developed in consultation with all healthcare stakeholders in the region. They set regional health ambitions and priorities.
🎯 Missions
- Overseeing public health policy, which includes health monitoring and safety, defining the financing and evaluation of preventive and health promotion measures, and anticipating, preparing for, and managing health crises, in conjunction with the prefect;
- Regulate the provision of healthcare in the region with a view to better meeting needs and ensuring the efficiency of the healthcare system in the outpatient (city and hospital), hospital, and medico-social (assistance and support for the elderly and disabled) sectors. In concrete terms, regulation is achieved by authorizing the creation of healthcare and medico-social establishments and services, monitoring their operation, and allocating their resources.
- Promoting the emergence of new organizations and collaborations between healthcare and medico-social professionals in the service of pathway-based medicine by funding experiments, particularly within the framework of Article 51.
The ARS are responsible for regional e-health policy in their region. They implement national digital health policy at the regional level with the support of a regional e-health development support group (GRADeS), to which they delegate all or part of the regional project management. The ARS support the development of core digital services (deployment of the DMP, use of secure health messaging, regional digital services for coordinating care pathways, etc.) and encourage innovative experiments in all areas of health policy.

- To identify the actions taken as part of the implementation of the regional e-health strategy (regional telehealth services, ongoing projects, regional tools deployed, health priorities, etc.);
- To find a testing ground and establish links with regional delegations of federations representing healthcare and medico-social establishments, representatives of private practitioners, user representatives, etc.
- To learn about the current regulatory framework and access reference documentation.

🤝 At what stage of my project should I get in touch?
- During the mock-up/prototyping phase: learn about the e-health services available and seek guidance on existing health innovation support mechanisms (e.g., calls for projects from the DGOS, IReSP, ANR, Regional Council, etc.) depending on the project's maturity level.
- During the development/commissioning phase: identify a testing ground, benefit from financial support to enable the implementation of trials based on current thematic priorities and the schedule of calls for projects and calls for expressions of interest.
💸 Do they finance projects?
Yes, ARSs can fund experiments in response to calls for projects or calls for expressions of interest.

Who is the right person to contact?
Each ARS comprises a headquarters and regional/departmental delegations. To identify the representative(s) in charge of digital health, consult the organizational chart of each ARS, whose headquarters generally includes a department in charge of innovation, digital health, and/or information systems (e.g., the Department of Innovation, Research, and Digital Transformation of the ARS Ile-de-France, E-health Department of the Information Systems Department of the ARS PACA, etc.).
Are ARS services subject to a fee?

Can ARSs provide individual support for my project?
Outside of specific experimental frameworks (CFP, AMI, Article 51, etc.), ARSs cannot offer individual support to each project leader.
