What is an Agence Régionale de Santé?
The ARSs are autonomous public institutions under the supervision of the Ministry of Health. They are responsible for the regional management of the health system, in line with national guidelines and as close as possible to the needs of the population. Their work is reflected in the regional health projects (PRS) created in consultation with all the health players in the region. They set the regional ambitions and priorities for health.
Missions
The ARSs have two main missions:
- Steering public health policy, which includes health monitoring and security, as well defining, financing and evaluating preventive and health promotion actions, and anticipating, preparing for and managing health crises, in conjunction with the prefect.
- Regulating the health care options in the region, with the goal of better meeting needs and guaranteeing the efficiency of the health care system in the outpatient, hospital, and social care (assistance and support for the elderly and disabled) sectors. In concrete terms, regulation is achieved by authorising the creation of health and social care facilities and services, controlling how they operate, and allocating their resources. The ARSs encourage the emergence of new organisations and collaboration between health and social care professionals to deliver a pathway-centric approach to medicine by funding trials, particularly within the framework of article 51.
The ARSs are responsible for the regional eHealth policy in their region. They implement the national eHealth policy at the regional level with the support of a regional support group for the development of eHealth (GRADeS) to which they delegate all or some of the regional project management. The ARSs support the development of basic digital services (deployment of the DMP, use of secure health messaging, local digital services for coordinating care, etc.) and encourage innovative experiments in all areas of health policy.
For example, they are the ones who implement the government's HOP'EN program (the strategic action plan for hospital information systems) at the local level.
I have a project, how can contacting the ARS be of use to me?
- To identify the actions being deployed to implement the regional eHealth strategy (regional telehealth options, ongoing projects, regional tools deployed, health priorities, etc.)
- To find a trial site and make contact with the regional delegations of the federations representing health and social care facilities, the representatives of private-practice doctors, user representatives, etc.
- To learn about the regulatory framework in force and access the reference documentation
At what stage of my project should I contact them?
- From the mock-up/prototyping phase:
- To find out what eHealth services are available and what the health priorities are, so that the innovative solution can be better coordinated with existing systems or even adapted
- To be directed towards existing health innovation support mechanisms (e.g. calls for projects from the DGOS, IReSP, ANR, Regional Council, etc.) depending on the project’s maturity
- During the development/start of service phase:
- To identify a trial site
- To receive financial support for setting up trials based on the priority issues of the moment and the schedule of calls for projects and calls for expressions of interest

- Pour identifier les actions déployées dans le cadre de la mise en œuvre de la stratégie régionale d’e-santé (offre de télésanté régionale, projets en cours, outils régionaux déployés, priorités de santé, etc.);
- Pour trouver un terrain d’expérimentation et faire le lien avec les délégations régionales des fédérations représentant les établissements de santé et médico-sociaux, les représentants des médecins libéraux, les représentants d’usagers, etc...

À quelle phase de mon projet entrer en contact ?
- Dès la phase de maquette / prototypage : connaître l’offre de services d’e-santé déployée, être orienté vers des dispositifs de soutien à l'innovation en santé existants (ex. appels à projets de la DGOS, IReSP, ANR, Conseil Régional, etc.) selon le degré de maturité du projet.
- Lors de la phase de développement / mise en service : identifier un terrain d’expérimentation, bénéficier d’un soutien financier permettant la mise en œuvre d’expérimentations en fonction des priorités thématiques du moment et du calendrier des appels à projets et appels à manifestation d’intérêt.
Finance-t-elles des projets ?
Oui les ARS peuvent financer des expérimentations en réponse à des appels à projets ou des appels à manifestations d’intérêt.

Who is the right person to contact?
Each ARS has its own headquarters and local/departmental delegations. To identify the contact person(s) in charge of eHealth, check the organisational chart of each ARS, whose headquarters generally includes an office in charge of innovation, eHealth and/or information systems (e.g. the Department of Innovation, Research and Digital Transformation at the Ile-de-France ARS, the eHealth Department of the Information Systems Division at the PACA ARS, etc.).
Do the ARSs charge for their services?
No
Can the ARSs support my project individually?
Apart from specific trial frameworks (AAP, AMI, Article 51, etc.), the ARSs cannot offer individual support to each project leader.
