Good to know: One-off funding may be awarded to you through various channels and by various parties. For more information, see the funding parties in the project phase.
Covered by ESSMS (Social and Medical-Social Institutions and Services)
ESSMSs have limited budgets for financing digital solutions. That is why your innovation must demonstrate a real return on investment so that ESSMS management will consider acquiring it with its own funds.
Examples of desired benefits:
- Improved quality of life at work;
- Reduction in HR costs related to sick leave or turnover.
Good to know: ARSs can, however, provide assistance to ESSMSs through payments from the Regional Intervention Fund (FIR). ESSMSs therefore find it easier to finance an investment than to finance a subscription-based solution.
Covered by health insurance
You can benefit from standard coverage via the List of Reimbursable Products and Services (LPPR) and reimbursement for remote monitoring, or via advance digital coverage through PECAN.
To do this, your solution will be evaluated twice:
- by the Digital Health Agency (ANS), to verify that your innovation complies with current interoperability and security standards;
- and by the French National Authority for Health (HAS), to decide on the relevance of the service expected and provided by your solution.
Good to know: The process for obtaining this type of coverage can take a relatively long time.
Support provided by departments
In the field of disability
Technical assistance solutions can be financed by the MDA/MDPH (Maison de l’autonomie/Maison départementale pour les personnes handicapées), in particular via the PCH (Prestation de Compensation du Handicap). Consult the criteria setting the rates for PCH items.
Good to know: The PCH covers between 75% and 100% of the cost of technical aids, up to a limit of €13,200 over a period of approximately 10 years. The departmental compensation fund available in each MDPH can reduce the remaining cost to the beneficiary of this technical aid.
In the field of elderly care
If your project aims to organize collective actions to promote the adoption of your solution with a view to digital autonomy, you can try to obtain funding from the departments via the Funders' Conference in each department, supplemented by the National Solidarity Fund for Autonomy (CNSA).
Good to know: Each department has control over the dates and criteria for calls for projects in its territory. For more information, contact your departmental council.
User responsibility
In the field of disability
People with disabilities receive AAH (Allowance for Disabled Adults, approximately $1,000/month) or AEEH (Education Allowance for Disabled Children, the amount of which depends greatly on the child's situation).
Good to know: 70% of the AAH is used to finance accommodation. The remaining 30% can be used by users to finance their personal expenses, including possibly a digital solution.
In the field of elderly care
Elderly people are eligible for APA (personalized autonomy allowance), which enables them to finance all or part of the expenses necessary to remain in their own homes (home-based APA) or to finance the dependency rate of the medical-social establishment in which the person is accommodated (institutional APA). Home-based APA can be used to finance certain technical aids (including digital technical aids).
Good to know: The amount of APA at home depends on the person's degree of independence. APA is generally used in its entirety to finance human assistance.
Support from other stakeholders
Other players may contribute to the reimbursement of digital solutions, including:
- Supplementary health insurance providers for their members;
- the Association for the Management of Funds for the Professional Integration of People with Disabilities (AGEFIPH) or the Fund for the Integration of People with Disabilities into the Civil Service (FIPHFP), for the financing of solutions used in a professional context;
- the National Housing Agency (ANAH), for financing technical aids related to funded housing adaptations;
- Crowdfunding, or participatory financing, allowing you to raise funds from investors in the form of a loan, donation, or acquisition of company shares.
