The AI and health data strategy is launched

On July 1, Yannick Neuder, Minister of Health and Access to Healthcare, convened a special strategic committee meeting to make announcements.

On this occasion, he presented the first steps of the national strategy on artificial intelligence and the use of health data, which is part of the broader "Health Data and Artificial Intelligence" strategy.

An event with several highlights

The strategic committee meeting was structured around several key stages: 

  1. Presentation of the results of the work of the Strategic Committee on Health Data
  2. Sharing of expectations regarding the secondary use of health data by key witnesses:
    • For healthcare system users Gerard RAYMOND, President of France Assos Santé;
    • For healthcare institutions, Laurent PIERRE, digital health advisor at FHF, and Monique SORRENTINO, chair of the data commission of the CHRU CEO conference;
    • For research, Franck MOUTHON, Executive Director of the Agency for Health Research Programs;
    • For manufacturers: Frédéric LAVIE, Director of Public Health Research and Innovation at Leem;
  3. Presentation of the AI emergency calls for expressions of interest by Yann-Maël LE DOUARIN, DGOS
  4. Speech and announcements concerning health data and artificial intelligence by Yannick NEUDER, Minister for Health and Access to Healthcare
  5. Press conference to conclude the session

 

A strategy dedicated to the secondary use of health data 

The first chapter is based on four areas: 

  • Promoting transparency and public confidence in the use of data
  • Creating reusable databases
  • Creating the conditions necessary for sharing and making health data available
  • Facilitating and simplifying the use of data

 

Public consultation to jointly develop the national AI health strategy

At the same time, the Ministry of Labor, Health, Solidarity, and Families is launching a public consultation on the future strategy "Artificial Intelligence for Health," which constitutes Chapter 2 of the AI strategy for health and data. The consultation will be open from July 1 to September 22, 2025

The objective is to enable the structured, ethical, responsible, and secure deployment of artificial intelligence in the French healthcare system. This strategy aims to improve the quality of care, support professionals, optimize organizations, and improve the overall efficiency of the system.

The document under consultation is based on a collaborative effort that began in January 2025 with all stakeholders (healthcare professionals, patients, manufacturers, researchers, users, institutions) brought together in a working group of the Digital Health Council. It identifies four main priorities:

  • Clarify and adapt the regulatory and ethical framework for AI systems in healthcare
  • Rigorously evaluate AI systems in terms of their clinical, organizational, and economic benefits
  • Support professionals in their adoption of AI tools through training and awareness-raising
  • Support a sustainable economic framework to promote the development, access, and financing of relevant solutions

This strategy is also in line with European initiatives, notably the Artificial Intelligence Act (AI Act) and the European Health Data Space (EHDS), while incorporating the dimensions of digital sovereignty, energy efficiency, and transparency.

All stakeholders are invited to contribute to this public consultation in order to share their feedback, formulate their priorities, and enrich the national roadmap. Together, let's build trustworthy artificial intelligence for the benefit of health.
