The AI and health data strategy is launched

The Minister for Health and Access to Care, Yannick Neuder, convened an exceptional Strategic Committee meeting on July 1 to make some announcements.

On this occasion, he presented the first stages of the national strategy around artificial intelligence and the use of healthcare data, part of the broader "Health data and artificial intelligence" strategy.

An event with several highlights

The strategic committee was structured around several major sequences:

  1. Presentation of the assessment of the work of the Strategic Committee on Health Data
  2. Sharing expectationsrelated to the secondary use of health data by key witnesses:
    • For users of the healthcare system, Gerard RAYMOND, President of France Assos Santé;
    • For healthcare establishments, Laurent PIERRE, FHF digital health advisor and Monique SORRENTINO, President of the data commission of the conference of CHRU CEOs;
    • For research, Franck MOUTHON, Executive Director of the Agence de programmes pour la recherche en santé;
    • For manufacturers, Frédéric LAVIE, Director of research innovation public health at Leem ;
  3. Presentation of the Calls for Expressions of Interest (AMI) urgences IA by Yann-Maël LE DOUARIN, DGOS
  4. Allocution and announcements concerning healthcare data and artificial intelligence by Yannick NEUDER, Minister for Health and Access to Care

A strategy dedicated to the secondary use of healthcare data

The first chapter is based on four axes:

  • Fostering transparency and citizen confidence in the use of data
  • Constituting reusable databases
  • Gathering the necessary conditions for sharing and making available health data
  • Easier and simpler use of data

A public consultation to build the national IA santé strategy together

In parallel, the Ministry of Labor, Health, Solidarity and the Family is launching apublic consultation around the future strategy "Artificial Intelligence for Health", which constitutes chapter 2 of the AI strategy for health and data. The latter will beopen from July 1 to September 22, 2025.

The aim: to enable astructured, ethical, responsible and secure deployment of artificial intelligence in the French healthcare system. This strategy aims to enhance the quality of care, support professionals, optimize organizations and improve the overall efficiency of the system.

The document put out for consultation is based on a co-construction process begun in January 2025 with all stakeholders (healthcare professionals, patients, manufacturers, researchers, users, institutions) brought together in a working group of the Conseil du Numérique en Santé. It identifies four main priorities:

  • Clarify and adapt the regulatory and ethical framework for AI systems in healthcare
  • Evaluate AI systems rigorously, on their clinical, organizational and economic benefits
  • Accompany professionals in their appropriation of AI tools, through training and awareness-raising
  • Support a sustainable economic framework to foster development, access to and financing of relevant solutions

This strategy is also in line with European dynamics, notably the Artificial Intelligence Regulation (AI Act) and the European Health Data Space (EHDS), while integrating the dimensions of digital sovereignty, energy frugality and transparency.

All players are invited to contribute to this public consultation in order to share their feedback, formulate their priorities, and enrich the national roadmap. Together, let's build trusted artificial intelligence at the service of healthcare.
