E-health in Normandy

E-health in Normandy is part of an ambitious regional initiative driven by the 2023–2028 Regional Health Plan. Faced with major challenges (an aging population, medical deserts, and the ecological transition), Normandy is relying on digital innovation to transform its healthcare system. With a strong culture of partnership and concrete initiatives in telemedicine, care pathway coordination, and patient inclusion, the region is positioning itself as a pioneer in making healthcare more accessible, resilient, and focused on citizens’ needs.

Regional priorities

The regional e-health strategy is structured around five key areas:

  • Digital Health of Tomorrow: Improving healthcare practices and patient pathways through digital technology. Connecting the localized, embodied, applied, and expanded knowledge of every healthcare provider.
  • Access to care: Optimizing coordination among professionals and expanding access to care throughout the region.
  • Digital Applications: Ensuring the long-term viability of digital tools for professionals and patients.
  • Digital security: Strengthening cybersecurity in healthcare facilities against cyber risks.
  • Digital patient: Empower patients through tools and practices tailored to their specific needs.

The focus is on inclusion, prevention, and the resilience of the healthcare system, with a regional and partnership-based approach.
