What are SeER and DREETS ?
The DREETS is the decentralised service of the Ministry of Economy, Finance and Recovery and the Ministry of Labour, Employment and Integration in the regions.
It is a single local contact for companies and contributes to the development of employment and skills for both employees and job seekers.
The Economic Service of the State in the Regions (SeEr) acts as the instrument of the State in terms of economic development. under the authority of the Prefect of the region, watching and helping ensure that the local ecosystems meet the needs of businesses, in line with the framework set by the national policies of the General Directorate for Enterprises (DGE).
Missions
The Economic Service of the State in the Regions (SeEr) supports the development of strategic sectors for the State in the regions (recovery plan, acceleration strategies and France 2030), in particular the eHealth sector, and leads the local innovation policy.
I have a project, how can contacting the SeEr be of use to me ?
The Economic Service of the State in the Regions (SeEr):
- Informs the local ecosystems and project leaders about the financing mechanisms provided by the General Directorate of Enterprises within the Minister of the Economy, Finance and Recovery
- Is a source of structuring projects for the regions and at the national level
- Advises, guides, and assists industrial investment projects
- Puts the project leader in touch with partners in the local ecosystems if necessary
At what stage of my project should I contact them ?
The SeEr supports companies engaged in research, development, and innovation to promote their growth and competitiveness from the feasibility phase to the development and scaling-up phase.

Le Service économique de l’Etat en région (SeEr) :
- Informe les écosystèmes territoriaux et les porteurs de projets sur les dispositifs de financements portés par la Direction générale des Entreprises du ministre de l’Économie, des Finances et de la Relance ;
- Source les projets structurants pour les territoires régionaux et le niveau national ;
- Conseille, oriente et accompagne les porteurs de projets d’investissements industriels ;
- Met en relation le porteur de projet avec les partenaires des écosystèmes territoriaux si nécessaire (ARS, Régions, agences de développement économique, pôles de compétitivité, clusters, instituts de recherche et d’innovation à fort potentiel scientifique et économique...).
A quelle phase de mon projet rentrer en contact ?
Le SeEr accompagne les entreprises engagées dans une démarche de recherche, de développement et d’innovation pour favoriser leur croissance et leur compétitivité de la phase de faisabilité à la phase de développement et d’industrialisation.
Finance-t-il des projets ?
L’Etat est financeur et dispose de dispositifs de financement au niveau national et régional.
