Issues
France has considerable assets when it comes to healthcare data, whether it's the large medico-administrative database of the Assurance maladie or the large research cohorts, or the momentum currently seen in the deployment of hospital healthcare data warehouses.
As part of France 2030's digital health acceleration strategy, a new action is being deployed to accompany and support the constitution of data warehouses. Very significant benefits for French healthcare will be obtained:
- Accelerate medical research: by gathering the necessary critical mass of data, it will be possible to develop algorithms to determine the most appropriate care for rare diseases; to detect or characterize precancerous conditions, etc. With the development of personalized medicine, clinical trials are multiplying, and new approaches need to be developed to cope with this evolution, such as virtual trials, the use of synthetic control arms or monitoring to detect unmeasurable side effects in small clinical trials.
- Improving information for patients as part of their care pathway: by making information transmission more fluid through the implementation of a digital health space, enabling personalized advice to be given, strengthening preventive medicine or telemedicine actions, making patients actors in their own monitoring with the help of medical devices and connected objects that they consult, but also by developing the collection and use of quality of life data as part of the evaluation of healthcare products.
- Equip healthcare professionals with tools to support their activity: whether it's helping them choose the best treatment options in the patient's personal context, supporting the interpretation of medical imaging results, improving drug prescriptions, etc.
- Ensure the monitoring and continuous improvement of the healthcare system: by developing the use of real-life data, for example, in the evaluation of healthcare products placed on the market, in the monitoring of a health crisis or in the monitoring and evaluation of public health policies.
Description
To help address these challenges, national support is being launched to strengthen and build a network of hospital health data warehouses covering the entire country. This distributed and subsidiary network, will be articulated with the Health Data Hub and subject to a national governance of health data, placed under the responsibility of the Ministry of Solidarity and Health.
The aim of this support is to:
- Constitute a national network at three levels (local, shared, national) that conditions the fluid production and sharing of healthcare data and its exploitation with public and private players in research and innovation.
- Ensure gradual implementation according to priority business use scenarios expressed by the public and private players involved .
- Develop the interest of players in collecting, upgrading, exploiting and sharing data with complementary approaches that are coordinated and avoid activity compartmentalization.
- Facilitate exploitation, sharing and the associated scientific service offering.
During the Tour de France of the "Santé numérique" 2022 acceleration strategy, issues linked to the production and exploitation of health data were discussed in Rennes, on June 15, 2022, during a dedicated round table, in the presence of numerous local and national players from the worlds of research, healthcare organizations and business.
