The mission of the doctrine of digital health is to carry the public policy of e-health in France, which is based on the principles of the platform state. This approach implies that the State acts as an operator by proposing infrastructures while playing a regulatory role by defining a regulatory framework. In this way, it facilitates the development of innovative solutions by private and public players, while preserving the sovereignty of digital healthcare.
The 2023 doctrine is structured according to the new e-health house, presented in the roadmap Mettre le numérique au service de la santé 2023 - 2027.
