The public consultation on the Digital Health Doctrine 2026 opens today until January 14, 2026.
Public consultation on the 2026 digital health doctrine : here we go !
The Digital Health Delegation (DNS), with the ANS, the French national health insurance system and the GIE SESAM-Vitale, is opening the public consultation on the 2026 digital health doctrine. This reference framework, introduced in 2020, remains the structuring foundation for designing, deploying and implementing digital services for users, professionals, establishments and manufacturers.
Why an update?
The 2026 doctrine is being updated to take account of strategic developments for digital health in connection with:
- The publication of the regulation on the'European Health Data Space (March 2025)
- The launch of the AI and health data strategy (July 2025)
It will retain its current format to ensure readability and stability.
What's new?
The 2026 doctrine also presents updated trajectories for the main national repositories and services.
In particular, it specifies the 2026 guidelines relating to various topics:
- Enhanced interoperability and cybersecurity
- Ethics applied to AI
- Evolutions of Pro Santé Connect and creation of Pro Santé Identité
- Use of the carte Vitale application as a means of identification
- New Mon espace santé features, Messagerie Sécurisée, HUB Santé, SI Samu portal
How to get involved?
The consultation is open until January 14, 2026 to all stakeholders: professionals, establishments, companies, associations and citizens. A webinar will shortly present the main developments.
This consultation aims to align national ambitions, European requirements and needs on the ground, to strengthen coherence and confidence in the digital healthcare ecosystem.
