Five regional agencies responsible for the healthcare system
Portugal is centrally governed. The healthcare system is planned and regulated by the Ministry of Health. It delegates supervision and management at local level to five health agencies covering the country's five regions
The Portuguese healthcare system is characterized by the coexistence of three healthcare systems:
- A public, universal system: it is mainly funded by taxes.
- Two health insurance "sub-systems" covering 25% of the population:
- The Citizenship Welfare System offers health insurance that can make additional financial assistance available to employees to meet their health needs.
- The complementary individual voluntary affiliation (VHI) system provides access to additional benefits.
30% of the Portuguese healthcare budget is financed by individual patient contributions.
How do you enter the Portuguese market?
1. Health Cluster Portugal (HCP), a centralized contact point for healthcare innovation and market access
The Health Cluster Portugal is an association to bring together all digital health players. It currently has 220 members, including research and development institutions, universities, hospitals, civil society organizations as well as companies.
Its mission is to create, facilitate and encourage innovation, attract talent, create cooperation within its ecosystem, facilitate market access for these innovations and support their propagation.
The HCP also offers the healthportugal.com platform, which lists players, projects and services in the Portuguese ecosystem to facilitate exchanges. It is an inclusive network of foreign innovators and companies.
In order to meet the needs of the elderly population, the HCP has facilitated the development of this sector and is part of a series of "competitiveness clusters" coordinated by the Statet aimed at reviving the industry.
2. Serviço Nacional de Saùde and its 5 regional agencies
The Serviço Nacional de Saùde is the equivalent of the Ministry of Health, and its national policies are implemented by its 5 regional health agencies. The State plays an active role in the development of the digital health economic sector, and implements action plans offering visibility on the evolution of digital health in Portugal. In 2022, a budget of €300M is being set up to support the digital transition of the Portuguese healthcare system.
3. Infarmed, the national authority for medicines and health products
Infarmed is Portugal's national authority for medicines and health products. It regulates the medical products market and ensures access to the best technologies for healthcare professionals and patients. It is this agency that oversees market access for new healthcare products and technologies.
